请对下面的程序 付款方式，提出意见：

操作程序

1- loi must be issued by buyer with full banking detail

2- financial instrument e.g. bcl would be required in all the contracts with bank officer sign and stamp.

3- draft contract will be sent within one day for approval of buyer

4- final contract will be sent within one day for signing the buyer

5- seller will sign final contract

6- 100 % non operative must be opened by buyer within 7 working days

7- after receipt of non operative lc 2 % pbg will be issued to operate the lc

8- within the given time of one month in contract material will be load and inspection will be done by sgs

9- pre shipment inspection of material is also allowed after opening the non operative lc or at the time of loading on the buyer cost

10- price is valid for one week from the date of issue of contract and time given in the contract will be final for shipment or lc opening no extension is applied

11- min order qty is 2500 mt

12- partial shipment is allowed in the contract

13- loading will be in containers or if the contract qty will be more than 12500 than vessel will be arrange for loading

14- over invoicing is not allowed
